By consolidating route spreadsheets, staff calendars, and time logs (Steps 2–6) into a normalized baseline plan (Steps 3–4) the tool gives a unified week/day view of planned demand vs. worker capacity. This helps users quickly learn where capacity exists or is constrained across the season, spot recurring shortfalls, and understand how schedule rules (holidays, travel buffers, operating days) affect real availability.

Using historical time logs and applied overtime rules (Step 6), plus forecasted planned hours (Steps 4–5), the process classifies OT risk levels and shows drivers and mitigation options (Steps 6 and 8). That lets managers learn which crews, routes, or time windows repeatedly trigger overtime, evaluate the cost/benefit of adjustments, and take preventive actions before schedules are finalized.

By reconciling demand vs. supply and ranking alternatives by skill match, proximity, current slack, and OT impact (Steps 4, 5, and 8), the system generates a Backup Coverage Queue and suggested backups (Step 9). This reduces ad‑hoc decision making and teaches the organization which crews are most flexible or overused, enabling faster, data‑driven reassignment with minimal disruption.

Manager emails are parsed into structured change requests and cross‑checked against capacity and the baseline plan (Step 7). The Approval Queue, exports, validation checks, and documented assumptions (Steps 9–10) create a clean approval list and an audit trail. This helps users learn patterns in change requests, prioritize what requires sign‑off, and maintain transparent records for future planning and compliance.
